This is an antenna blanking plate which has a GoPro camera mount. It's an adjustable piece which allows the camera to be mounted at any angle 360-degrees. These look great and fit perfectly over the original stock gasket.

One quick note about gasketing--these plates don't ship with a gasket (or mounting screws). They will work with the OEM Honda gasket (and mounting screws) if you still have it. You should always double-seal with an RTD or other silicone sealant around the holes and center bottom to prevent water from getting into the A-pillar. Apply it between the plate and the car (and apply it generously).
